This little bag in this photo is called a Houko-bukuro (奉公袋). It was distributed to soldiers when they were called up by the army, and it was the official bag to carry valuables and toiletries. The back of the bag has a list of things that are expected to be kept in this bag - identification, medals, passbook, etc.
